States that though the EPA has focused primarily on point source pollution, in 2010 it wants "to do a better job of controlling...nonpoint sources like stormwater runoff, agricultural runoff and animal feeding operations." Mentions that the plan will potentially strengthen water quality protection by allowing the EPA to disapprove construction permits it deems "not protective." |
